成都天府国际机场年底试飞
Chengdu Tianfu International Airport to Test Flight at the End of This Year
9月下旬，成都天府国际机场主跑道全面竣工，飞行区3条跑道的跑滑系统即将全面完工，将于11月校飞、12月试飞、明年正式运行，届时成都将成为中国大陆地区第三个同时拥有双国际枢纽机场的城市。成都天府国际机场是国家重点工程、国家级国际航空枢纽，首期建设3条跑道，建设71万平方米的航站楼及相应的配套设施，可实现年旅客吞吐量6000万人次、货邮吞吐量70万吨、飞机起降32万架次。
In late September, the main runway of the Chengdu Tianfu International Airport was fully completed. The running system of the three runways in the flight zone is about to be fully completed. The check flight will be conducted in November, with the test flight in December and the official operation next year. By then Chengdu will become the third metropolitan city in Chinese mainland with dual international hub airports. Chengdu Tianfu International Airport is a national key project and a state-level international aviation hub. In the first phase, 3 runways, 710,000 square meters of terminal building and corresponding supporting facilities will be constructed with an annual throughput of 60 million passengers, 700,000 tons of cargo and postal services, and 320,000 aircraft takeoff and landing.
智利在川设立总领事馆
Chile Sets Up Consulate General in Sichuan
10月10日获悉，中国政府同意智利在成都设立总领事馆，领区范围包括四川省、重庆市、贵州省、云南省和陕西省。智利是首个在四川设立总领事馆的拉美国家。截至目前，外国获批在川设立领事机构共20家，居全国内地第三、中西部第一。
As reported on October 10th, Chinese government approved Chile to set up a consulate general in Chengdu. The consular area covers Sichuan Province, Chongqing Municipality, Guizhou Province, Yunnan Province and Shaanxi Province. Chile becomes the first Latin American country to set up a consulate general in Sichuan. So far, 20 foreign consulates have been established with approval in Sichuan, ranking the third in Chinese mainland and the first in the central and western China.
四川出台新能源与智能汽车产业鼓励政策（摘要）
Sichuan Issued Incentive Policies for New Energy and Smart Car Industry (Summary)
日前，四川省印发《支持新能源与智能汽车产业发展若干政策措施》。在鼓励研发方面，对省内企业新开发的新能源乘用车、客车、货车和氢燃料电池汽车产品，符合相关条件的，单个企业奖励最高不超过500万元。将氢燃料电池产品纳入四川省重大技术装备首台（套）支持范围，达到相关条件的，给予最高不超过500万元的奖励。支持国内智能汽车测试场项目，根据建设规模、应用效应、项目实际投入，给予最高不超过3000万元奖补。
Recently, Sichuan Province issued the “Several Policies and Measures to Support the Development of New Energy and Smart Automobile Industry.” In regard to encouraging the industry research and development, Sichuan will pay top rewards up to 5 million yuan for one single enterprise which meets relevant requirements in the fields of Sichuan’s newly developed new energy passenger vehicles, coaches, trucks and hydrogen fuel cell vehicle products. The hydrogen fuel cell products have been included in the support scope of the first (set) of Sichuan’s major technical equipment, and the highest award of 5 million yuan will be paid if meeting related conditions. The domestic smart car test field project will also be supported according to the scale of construction, application effect and actual investment in the project with the largest rewards up to 30 million yuan.
《四川省氢能产业发展规划》出台
“Sichuan’s Development Plan for Hydrogen Energy Industry” Released
近日，《四川省氢能产业发展规划》出台，将打造成为国内国际知名的氢能产业基地。到2025年，四川氢能产业发展初具规模，在燃料电池核心技术、氢气制储运加技术实现阶段性突破，保持国内领先、达到国际同步水平；燃料电池汽车（含重卡、中轻型物流、客车）应用规模达6000辆，建成多种类型加氢站60座；培育国内领先企业25家，覆盖制氢、储运氢、加氢、氢能利用等领域。截至8月，四川已累计投入220辆燃料电池汽车，示范规模西部第一。
Recently, the “Sichuan’s Development Plan for Hydrogen Energy Industry” was released, aiming at building a well-known hydrogen energy industry base domestically and internationally. By 2025, the development of Sichuan's hydrogen energy industry will begin to take shape, achieving phased breakthroughs in the fuel cell core technology, hydrogen production, storage, transportation and processing technology, maintaining the leading position domestically and achieving the international synchronization level. The application scale of fuel cell vehicles (including heavy trucks, medium and small-sized logistics cars and coaches) will reach 6,000. 60 various types of hydrogen refueling stations will be set up. 25 domestic leading enterprises will be cultivated, covering areas such as hydrogen production, storage and transportation, refueling, as well as hydrogen energy utilization. As of August, a total of 220 fuel cell vehicles have been put into use in Sichuan, making it the largest demonstration scale in Western China.
前8月四川社会消费品零售总额1.28万亿元
Sichuan’s Total Retail Sales of Consumer Goods Reached 1.28 Trillion Yuan in the First 8 Months
1—8月，四川省累计实现社会消费品零售总额12863.1亿元，同比下降5.6%，降幅较全国少3个百分点。8月，全省消费市场活力加快复苏，实现社会消费品零售总额1709.8亿元，同比增长1.1%，高于全国平均水平0.6个百分点。。
From January to August, Sichuan’s total retail sales of consumer goods reached 1.28631 trillion yuan, down 5.6% YOY, 3 percentage points lower than the national level. In August, Sichuan’s consumer market gained momentum of recovery rapidly, achieving total retail sales of consumer goods of 170.98 billion yuan, up 1.1% YOY, 0.6 percentage point higher than the national average.
“双节”假期四川景区预约人数位列全国第五位
Number of Reservations in Sichuan’s Scenic Spots Ranked the Fifth nationwide during the "Double Festival" Holiday Period
10月1日至8日，四川A级旅游景区恢复开放649家，开放率89.39%，共接待游客2331.13万人次、实现门票收入3.13亿元，实现社会消费品零售总额520.8亿元；全省133家重点餐饮企业营业收入同比增长43%。全省高速公路网车流量超过2500万辆次，同比上升超15%；全省普通国省干道日均断面流量超过7000辆，同比上升7.6%；双节期间，成都大熊猫繁育研究基地预约人数在全国景区中排名前三。
From October 1st to 8th, 649 A-level Scenic Spots in Sichuan were reopened, with an opening rate of 89.39%, receiving 23.3113 million tourists, achieving ticket revenue of 313 million yuan, and realizing total retail sales of consumer goods of 52.08 billion yuan. 133 key catering companies in Sichuan increased the operation revenue by 43% YOY. Sichuan’s traffic flow of the expressway network exceeded 25 million, up more than 15% YOY. The average daily cross-sectional flow rate of Sichuan’s ordinary national and provincial arteries exceeded 7,000, up 7.6% YOY. During the double festival period, the number of reservations at the Chengdu Research Base of Giant Panda Breeding ranked the top three among the national scenic spots.
宜宾三江新区在粤港澳大湾区揽金125亿
Yibin Sanjiang New Area Attracted 12.5 billion Investment from the Guangdong-Hong Kong-Macao Greater Bay Area
9月28日，宜宾三江新区粤港澳大湾区推介会暨项目签约仪式在深圳举行，并成功签约项目17个、总投资125亿元。三江新区是四川今年设立的首个省级新区，重点培育电子信息、先进材料、装备制造、生命健康主导产业，努力打造世界级产业集群和特色产业基地。
On September 28th, the Guangdong-Hong Kong-Macao Greater Bay Area Promotion Conference and Project Signing Ceremony of Yibin Sanjiang New Area was held in Shenzhen, and 17 projects were successfully signed with a total investment volume of 12.5 billion yuan. Sanjiang New District is the first provincial-level new area established in Sichuan this year, focusing on cultivating leading industries in electronic information, advanced materials, equipment manufacturing and life sciences, and striving to build a world-class industrial cluster and featured industrial base.
